The Republic of Tatarstan is the 8th region among the other subjects of the Russian Federation by the number of population. The urban population’s share is 75 %. The territory of SEZ "Alabuga" is situated in the Kama industrial district with the total population of 1 mln. people. Within 1000 km from SEZ "Alabuga" live 49 % of the entire Russian population.

According to the research carried out by PriceWaterhouseCoopers, a monthly wage in Tatarstan Republic is 45% lower than in Moscow. There are some hotel complexes in the town of Elabuga (10 km from SEZ "Alabuga"). Relative to the creation of SEZ "Alabuga" “Alabuga City Hotel” was built. The rent cost there depends on a number of reserved rooms and offered conditions: USD 139 – 556. In Elabuga there are also sports centers, an ice stadium, 3 fitness-clubs and sport stadiums. With financial support of Ak Bars Bank, a new villa community was constructed in Elabuga. It consist of 62 residential buildings with a total area of 138-160 sq. m. Yelabuga also houses facilities for part-time residence for SEZ "Alabuga" employees.
Any commercial organization (except for a unitary enterprise) which is registered in compliance with the Russian Federation Legislation on the territory of Yelabuga municipal district and which concluded an agreement with the Ministry of the economic Develoment of the Russian Federation can be a resident of SEZ "Alabuga". The residents of SEZ "Alabuga" may conduct only industrial-production activities which are mentioned in the agreement. Under industrial-production activity we understand production, processing and realization of goods.

The land plot is being provided to the resident on terms of incentive rent rate. According to the Federal Law, on construction completion an investor has a right to rent land at the price about USD 0.09 per m2 per year. Moreover, after fulfilling the investment conditions, residents are able to purchase the land they have been renting at the price of about USD 0.341 per m2. The necessary area of the land plot should be indicated in the application form of the company which plans to be a resident.
The pressure on soil comes up from 8 to 21 MPa (it depends on the nomenclatural soil type).
There are no architectural restrictions.
There is a Mendeleevskazot, JSC 20 km away from SEZ. It produces mineral fertilizers. Nizhnekamskneftekhim, JSC industrial area is located 60 km far from SEZ.
The residents of SEZ "Alabuga" are granted for 10 years with “tax holidays”. In this period resident may use the incentive taxation. Learn more.
The Federal Law ¹ 116-FL "About special economic zones in the Russian Federation" doesn’t restrict the rights of subsidiary enterprises in appliance for becoming a resident of SEZ "Alabuga".
15. Are there any governmental subsidies and credits for the residents for a project realization on the territory of SEZ "Alabuga".
Nowadays there are no straight monetary grants provided by the government, but the government puts up money for creation and support of the infrastructure and industrial objects. This allows to reduce the expenses by the project realization. Nowadays Special economic zone of the industrial type "Alabuga", JSC together with the Russian Bank of Development works out the residents' support program, which foresees the financing facility on incentive terms.
In Elabuga education at schools and kindergardens is carrying out only in Russian and Tatar. Still in Naberezhnye Chelny within the framework of the project “Open city” in the kindergarden ¹ 34 a group for foreign citizens's kids was organized.
Special economic zone is a zone of customs control on the territory of which there is a customs procedure of free custom zone available.
Free customs zone is the customs procedure under which goods are stored and used within the SEZ territory without payment of customs duties and taxes, as well as without applying non-tariff regulation measures to foreign goods and without using prohibitions and restrictions with respect to customs union goods.
