On September 23, the President of the Republic of Tatarstan, Rustam Minnikhanov, took part in the first meeting of the Commission for Scientific and Technological Development of Russia via video link. The event was chaired by Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko. In particular, it was proposed to equip Russian schools with computers and software of domestic production with Russian processors in 2025-2030, purchasing 10 million units of equipment for 1 trillion rubles, at the expense of the National Welfare Fund or the issue of funds by the state. This will provide students with access to educational technologies and become the most competitive specialists, regardless of their material well-being. SEZ "Alabuga" can act as a full-cycle partner.

At the meeting, a presentation of regional projects that will be implemented within the framework of the Institute of curatorship, approved by the Chairman of the Government of the Russian Federation Mikhail Mishustin, was held. The heads of Bashkortostan, Tatarstan, Samara and Nizhny Novgorod regions made reports.

"Industrial production accounts for the largest share in the structure of the republic's economy. At the same time, we plan to increase the share of other industries as well. In particular, the IT sector grew to 2.3%. Today, we are facing the tasks of investment restart of the industry, eliminating the shortage of specialists in the IT sector, import substitution of microelectronics and the development of the production of new innovative materials. The projects of the innovation centers of SEZ "Innopolis" and SEZ "Alabuga" are aimed at solving these tasks, " said the President of the Republic of Tatarstan, Rustam Minnikhanov.

Now our country imports 17 trillion rubles a year, so we need to create domestic production and implement an import substitution policy – in particular, to develop microelectronics, to produce our own processors.

In special economic zone "Alabuga", a serious educational and production cluster is already being formed to teach microelectronics production technologies using Chinese processors. This academic year, the best school graduates from all over the country have already entered Alabuga Polytech in the direction of "microelectronics". SEZ "Alabuga" plans to train 1,000 students in this direction annually. "Alabuga" can act as an educational and production cluster. In turn, the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation, the Ministry of Industry and Trade need to form a corresponding state order for 10 million computers.

As a result of the project, students will be provided with access to modern technologies, regardless of their material well-being. Due to the pre-installed educational software, students will be able to become the most competitive specialists in the world.

Today, «Alabuga» is a full-cycle partner, providing the best personnel, social, industrial, financial and construction infrastructure, where you can locate the most high-tech production facilities and not worry about finding qualified specialists.

"Today we have the first working version of the list of initiatives that can qualitatively improve the lives of people in these regions. It is very important that all projects pass through our tools for assessing the degree of impact on socio-economic development indicators developed here at the coordination center and are synchronized with existing regional strategies so that there is no logical contradiction," said Dmitry Chernyshenko, Chairman of the Deputy Prime Minister of the Russian Federation.

Following the meeting, Dmitry Chernyshenko instructed the Ministry of Economic Development, the Coordination Center and Rosstat, together with the subjects, to ensure an uninterrupted supply of data describing the current situation in the regions of the Volga Federal District within a week.
